PATBI Program Description
Protection and Advocacy for Individuals with Traumatic Brain Injuries (PATBI).

The PATBI Program serves people who were previously served by GAO through Protection
and Advocacy for Individuals with Developmental Disabilities (if their brain
injury occurred before the age of 22 and affected at least 3 major life activities),
through Protection and Advocacy for Individual Rights (if their brain injury
occurred after the age of 22), and through Protection and Advocacy for Individuals
with Mental Illness (if their brain injury caused behavior that caused them
to be labeled as mentally ill or "dangerous" or they reside in a psychiatric
facility). With the creation of the PATBI program the unique needs of this population
can be addressed under one program.

The first priority of the PATBI
Program is to protect persons with TBI in Georgia from abuse and neglect.
Objective 1: Investigate and address allegations of abuse or neglect, including suspicious or unexplained deaths of persons with traumatic brain injuries.
Objective 2. Advocate for appropriate home and community-based supports and services for persons with traumatic brain injuries residing in facilities, with a focus on monitoring the State's compliance with the Office of Civil Right Voluntary Compliance Agreement.
The second priority of the PATBI Program
is to respond to allegations of discrimination and legal rights violations of persons with traumatic brain injury.
Objective 1. Advocate for appropriate home and community-based supports and services, including healthcare and education supports, for persons with traumatic brain injuries at risk for institutionalization.
Objective 2. Advocate for persons with traumatic brain injuries in subject to legal rights violations and discrimination in any of the following areas: fiduciary relationships, local and state government, healthcare, housing, transportation, and employment.
The third priority of the PATBI
Program is to promote the integration and self-determination of persons with traumatic brain injuries in
the community.
Objective 1. Empower persons with traumatic brain injuries, family members, and concerned citizens to advocate for competitive employment, education, healthcare, and other services appropriate to the person's needs.
Objective 2. Recruit ordinary citizens to advocate for the full inclusion of Georgians with traumatic brain injuries in their communities.
